ways to regulate power...

my mom's house has horrible wiring or something... for example.. there are certain rooms in her house where the image shakes on a computer monitor when it is plugged in.. she fried a psu somehow and it took out her motherbaord a few years ago... and now i think it is happening to her computer again..

i know you can buy a battery backup to regulate power.. if we go this route, should we get a small cheap one cuase it will regulate jsut as well, or not?

what are other ways of fixing this problem other than major electrical work to the house?
