Hello,
This may been a rather trivial question, but what hardware would I need to be able to input from tv/vcr? What video card would support input I guess from vcr rca cables?

Get a TV tuner, they're cheaper. Choose wisely tho, they're not exactly famous for updated drivers.
 
Is the Leadtek Winfast TV2000XP Expert any good for watching/recording?
