WASAPI Bug In Chrome

For a little while now, I've been noticing that videos in Chrome seem to randomly refuse to play. I disabled some extensions but no change, then, for some reason, I wondered if it had to do with WASAPI since WASAPI can lock down devices. I've noticed that, if I'm playing audio in foobar2000 through WASAPI, then I launch Chrome, Chrome decides to send audio to my monitor's speakers and videos play properly; if I'm not using foobar2000/WASAPI, I launch Chrome, then start using WASAPI after launching Chrome, this breaks Chrome's AV playback; videos refuse to play everywhere.

Guess I need to figure out how to submit a bug report to Google.
