Voltage Mod in Windows for Linux Usage

Ok I want to use a Sapphire 7950 in Debian but I want to undervolt it. I read it is impossible or near so in Linux, so is it ok to install into my Win7, use some bios flash from there, and then take it back to Linux and maintain the same undervolted card? I.e., are all changes to hardware permanently universal to any OS?

If the changes are made on a hardware level through bios modding, then yes.

Thanks, but I am not comfortable using Linux, let alone its BAMT, so if its ok to use one of the above in Win7 and then put it back in Linux I would prefer that just to be safe.

Which download allows me to flash the Sapphire 7950 in DOS? All I know about is the aforementioned two.

You need to edit the bios somehow in windows because I don't think there's a way to do that in linux. Or use a premodified bios already downloaded off the internet.
