Ok I want to use a Sapphire 7950 in Debian but I want to undervolt it. I read it is impossible or near so in Linux, so is it ok to install into my Win7, use some bios flash from there, and then take it back to Linux and maintain the same undervolted card? I.e., are all changes to hardware permanently universal to any OS?
 
Why don't you just flash from DOS? It's safer and you don't need an OS.

You need to edit the bios somehow in windows because I don't think there's a way to do that in linux. Or use a premodified bios already downloaded off the internet.
