This is causing a problem. Since it see this monitor as a generic PnP monitor. Its capped at 85hz. And this monitor can do 100hz easy. How do I fix this problem?

Using vista 64

If it's anything like my Dell 2007WFP, it will have some driver or other that allows for setting the available modes of the monitor. Have you looked around on the Hitachi site for a monitor driver, or checked Windows Update for one (my Dell has a driver on Win Update for example)?

I tried the XP drivers but it says the generic ones are best and doesn't install the 823f.inf file.
I goto device manager, monitor, generic pnp. Update driver. Point to the hitachi drivers and it doesn't find any of them as an upgrade.

Also when I choose "let me pick from a list of device drivers on my computer"
Then I choose hitachi. I dont see the 823F at all in the list.

And if I try to install the inf file for PnP monitor. It gives "The folder you specfied doesn't contain a compatible software driver for your device"

I was able to fix the inf file. They're a little different for a 64bit OS. Made the changes to INF the file installed into vista no problem.
