ok i'm going to upgrade my hsf and have two in mind but not totally sure which to go w/....im debating between the Vigor Monsoon II and something along the lines of Zalman Fatal1ty

i should probably say that money isn't much of an issue....and that i don't really want to go to water cooling....im mostly looking to see which would give me the best performance

My personal experiences (well, technically mine and my dad's) with regards to the Vigor Monsoon II. Remember, these are just mine, I haven't looked to see if these are typical or not.

a) They do cool very well. Have an Intel Core 2 Extreme QX6700 OCed to 3.33 ghz, based on the display on the font, it's right now at 40 celcius at full load. Motherboard will read a bit higher, it's claiming 49 celcius right now.

b) Having said that, the heatsink itself gets hot..maybe hotter then most, and thus it will pump out heat. You will want an air conditioned room. Mind you, I don't have any problems with my overclock even when the room is 80 degrees F in here, but I suspect it wouldn't be quite as warm in here in the summer if I went with a standard air cooler.

c) Build quality is possibly suspect. before I'm flamed, remember again this is just my experience. But I had to RMA one, I'm on my second. Debating if I want to reuse this one if I do a new build based on that, and on my dad's Vigor Monsoon II's peltier unit completly crapping out on him. Could be we've just had bad luck though.

Anyway, hope that helps some.
