Video out problems

I have recently been trying to get video out working correctly on both of my computers. One with a Radeon 9800Pro and the other with a Geforce 4 Ti 4600.

Regardless of which computer I'm using for video out, there is a large white band that travels from the bottom of my TV screen to the top. I'm using the latest drivers for both cards, and have tried every possible resolution/refresh rate. I have tried more than 1 S-Video cable, and also tried putting a couple ferrite core filters on the ends of the cable. Nothing seems to be able to fix this.

I suppose it could be the TV, but my DVD player has no problems being connected through S-Video.

Does anyone have any suggestions as to what else I could try to fix this?
