Video card problems or driver problems?

When i booted up my computer yesturday i had these weird looking lines in the windows logo. So i was like wtf? Anyways i booted up CS and WoW and they look majorly fucked. Windows looks fine other than a few but you can JUST barely tell. Sometimes i have lines around my mouse when i move it around and on my icons. But it looks fine now...its a on and off thing. I already checked my temps and nothing is overheating.

I have a Sapphire 9800 Pro 128mb.

My guess is that its time for a new video card..

That blows.

Here is what I would do:

Sell the card (without saying anything about if it still works) to someone you know, but don't like.
When they come bitching to you about the fact you sold them a bad graphics card remind them that you never said it would work, and they did not ask.

I sold some working memory to a friend of mine who wanted to use them with his Apple G4.
When he could not get them to work he asked for his money back, and I said "No." giving the above reason.
He got over it though.
He was able to sell the sticks to someone else who owned a PC for more than he bought them from me.
