Video card/FPS problem

My current system specs are:

Asus P4P800 Deluxe
Intel P4 2.6c
ATI Radeon 9800 Pro 128 MB
512 MB Kingston HyperX PC3500
OS: Win2k Pro SP 4.
Drivers: Omegas based on the Cat 4.5s

I don't get 100 FPS solid while playing Counter Strike though, which is somewhat puzzling. I can't really figure out what the problem is, Vsync is off, AA/AF are both off, Fastwrites is off, im running at 8x, yet I still drop (sometimes significantly) at certain points while playing. I'm wondering if anyone has a solution that I haven't yet thought of, or something that I could try, but in any case I'd appreciate some help if anyone has ideas :)
 
It would help if you could be more specific. . .what exactly is your average frame rate? When you drop, what are your frame rates? make sure ati_npatch 0 and truform 0 are set in the console.
 
this is why i got rid of my 9800pro and went back to a ti4200...ATI is HORRIBLE for half life and mods

Is it just truform 0 or anything before it? and is it with any ATI card?
 
i have never had a problem with fps in hl/cs. if you look at the forums in rage3d you will see that there seem to be many that do and you seem to be one of them now. make sure that proper bios settings are enabled or disabled, fast writes should be on (not off), is the system installed correctly with proper order-os, service packs, dx9, core logic drivers, video, anything else afterwards, refresh rate, vsynch off, etc. one last thing make sure your max_fps is at 100.

i have no idea why some people have this issue. but i can say in my many times of installing various system i have never exhibited this all.
 
For the most part I get 100 fps, but there's some maps, particularly aztec where I drop down into the 60s in areas like the water.
