Veiwing problem

This has to do with displays general hardware so i though i would put it in here because its more software

this is a paint img of what i get

i get somthing like that while playing a game, surfing internet. the games i play are NFSU and CS:CZ.

i did the latest video card updates but that didnt work.
i have to restart my computer with the restart button to get my computer to work again because it freezes.

what is the problem?
