USB ports not working?

Last night I installed my old components into a new Corsair 550D. Everything seems to work aside from the two front USBs on the new case. My motherboard is an ASUS M3N78Pro and does not support USB 3 (or at least I doubt it), so I used the USB3 to USB2 converter provided with the case.

However, whenever I insert a USB device Windows says the device can not be recognized. This makes me think the USB 3 to 2 converter is not working and the USB 3s on the front of the case are... or else I would not have even gotten the notification in Windows, correct?

Or does it sound like the front panel USBs are not working? Any input would be appreciated.
 
Bump. Need some insight or else I'll just have to return the case. This is the error I get in Windows:

I've tried all three of my USB connectors/slots on the motherboard. Issue is still here.
