USB Hub grounded?

I was wondering if a powered USB hub is grounded by the power supply?

The reason I ask is because I have a nice Canon scanner that is powered by the USB port and has a sleek metal shell on it.

Problem is, I seem to have static issues (personal static issues, I once got a shock from a pumpkin sitting on a counter). I have already burned out two USB ports on my PC after touching the sleek metal shell on the scanner when going to use it.

So, if I got a shock off of it plugged into a powered USB port, would the power supply on the scanner act as a ground?

I currently have it ghetto rigged with a wire stuck to the scanner going down to my case to ground it because I am too thickheaded to remember to ground myself before I use it. I was just wondering if a USB hub could solve my problem permanently.
 
the powered usb hub i have uses a transformer which only has 2 plugs on it, as in not the 3rd u-ground plug. that's not to say that there aren't any, but i kinda doubt it
 
uhh, that sounds like somethings wrong with the scanner, not you. yeh you being charged and touching it would create a spark and zap you, but it shouldnt break anything at all, since itd follow the ground line thru the scanner, the hub, and into the wall.

I know it isn't the scanner because I have done the same thing with a gravis gamepad usb game controller.

So in your above statement, you are telling me that a powered scanner IS, in fact, grounded?

Yeah, something isn't properly grounded on your setup, I would check all your plugs and whatnot.

Ok, something IS grounded or I couldn't get a shock. It is the path of the ground and the ability to reroute that patch the concerns me.
