This is amongst the worst questions I've ever seen ever posted here. Give us some more information, what kind of motherboard, cpu, what you're trying to change, etc. I'm assuming you want to change the CPU multiplier, in which case it's your CPU that's locked- not the BIOS. You may need to physically unlock the chip by connecting bridges, or you may need to buy a new motherboard, or you may be SOL altogether.
 
It is funny to read some of the crap nOObs post. Seems they would do a little research before posting, so they dont look the fool.
 
Is there a password on it? To get rid of that normally you pull the battery and reset the CMOS.
