Underclocking makes system unstable?

I'm trying to underclock my CPU to measure the degree to which the performance of some GPU code that I wrote is affected by CPU clock. However whenever I lower the FSB in my BIOS, my system refuses to POST. The default setting is 266, and I tried lowering it to 250 and 233. I never knew underclocking could be so troublesome! I'm probably missing some basic fact here...

The system:
Asus P5B
Core 2 E6600 2.4GHz
Corsair 750W PSU
BFG GTX 280 OC2
4GB RAM

are you lowering the voltage along with it? you could try dropping the multiplier instead of the FSB.. (but since im an AMD person i cant remember if thats possible with intel cpu's).. but along the lines of amd thats about the easiest way to do it without causing the board to freak out and leaving the memory running at its correct speed..
 
I didn't lower the voltage. Is that the problem then?

I looked for a way to lower the multiplier but it doesn't seem possible in my board's BIOS (maybe all these chips are multiplier locked, I don't know).

That's some strange ish right there.

Try lowering the multiplier instead of the FSB. Voltage shouldn't even be a factor.
