what are the symptoms of a lousy psu?

what are the symptoms of a computer low on voltage ?

i have 2 HDDs (1 raptor) , DVD-Drive, DVD-writer, 1gig ram, amd 3000newcastle

radeon 9800 pro, and 3 system fans ....

my PSU is 350watts.....

i feel that my computer generates a whinning sound under load... i can't determine where it is coming from ? any ideas ???? could it be power related ?
