Ultramon Background Issue

When i do a "cntrl alt delete" to lock my pc i only get a background for one monitor, the other monitor has a blank screen.

if i am logged in i have no issues with dual wallpapers.

anybody knows what setup i need to do for the wallpaers to show up in both monitors after i lock the pc.

both are monitors have different resolutions.
