i have a pci ultra 66 card and am wondering where to get the drivers and how to install them when i have no os on the cpu
 
What are you talking about? If you don't have an OS installed then you don't need drivers. You only need drivers when you are installing an operating system. As far as where to get them, try checking the manufacturer's website.
 
Are you trying to install the OS on a Hard Drive on your card? If so, you will need to make a driver disk, then when installing Windows press F6 when it tells you to load SCSI drivers.
