Throttling a pump?

Is it possible to throttle a pump like you can a fan?
I like having complete control over my system.

I know the MCP655 can be adjusted, but is there a way to do that through software.
I thought of plugging the pump into a fan header on the mobo but they prolly draw too many amps dont they?

I really like Koolance's idea HERE.
But that's kinda pricy. anyone else have any ideas?
