Throttle bandwidth per application?

Is it possible to do this?

I'm on a 10MBit connection at school, and when I leave DC++ running, it uses all my bandwidth, but I'd like to limit it to about 2/3 of the connections maximum upload.

Is there a program for windows xp that will allow me to do this?

Why not go for a Bandwidth throttling DC client? Something like BCDC++ ?
