Threadripper frequency spikes normal?

I have an overclocked 1950X at 3.9GHz that I use primarily for video encoding with Handbrake & Vidcoder. It is stable and no problems while encoding. I did start to notice the minimum value would dip well below this frequency according to HWMonitor. Since I don't monitor my PC while encoding many videos in the queue which take hours, I don't know how long these fluctuations are. I just started noticing these fluctuations very recent as of a couple days ago. Is this normal?
