Thermalright Ultima-90 Replacement - Passive Cooling

I'm looking for a replacement of my Ultima-90 in my HTPC. I have it paired with a single Noctua NF-B9 (non-PWM, running at 1200 RPM) which is turned on only after the CPU gets over 70c, and is cooling a Xeon X3460 (2.8 GHz, HT On, 1.000v).

Temps while passive hover between 50-65c, and with fan on they are 30-45c. I am looking for something a bit more modern, not too tall and that can cool passively. PWM is a plus, though not a requirement.

I have seen the Noctua coolers NH-U9B SE2, the NH-U9S, and the Thermalright Macho 90. I was wondering if any of these are more efficient with passive cooling than the Ultima-90, or if there is any other heatsink which is better for passive cooling under 140mm tall.
