Thermal Throttling

I've been reading about the pentium's thermal throttling and it has left me a little confused, basicily I would like to know whether to set the throttling at the highest or lowest % in my BIOS to get the best performance.
 
Throttling only occurs when the CPU is overheating.

It has nothing to do with performance when the system is functioning correctly.
 
Id go with the default option in the bios for that, some things don't need tweaked unless there's a full understanding of what they do and how it works. (meaning there's tons of crap i don't touch in the bios)
