is there any type of thermal grease, or thermal compound pre applied on Intel Pentium 4C 800FSB CPU's (this also applies to the stock heatsink)?

No, the chips have no paste on them. Only the heatsink has the thermal pad.

so does that mean i still have to apply Thermal paste?:(

If you use the thermal pad on the stock heatsink, you don't need additional thermal paste. Most people scrap off the thermal pad and use a better thermal paste like Artic Silver.

I'd also vouch for just removing the stock thermal pad that comes with the stock heatsink and fan.

I tested both with the standard pad and with Arctic Silver 3 and there was a whopping difference. It was cooler at least by 5 degrees Celsius.
