Text in windows and buttons not showing up

I'm having an issue of which the solution has eluded me for the longest time. In some windows text does now appear in the window itelf or in the buttons. I've tried a clean install. I've tried installing software one-by-one after the clean install to see when it starts happening, with no solution. I've tried changing video drivers. I've even tried MS's solution. Anyone have an idea? Here's an example:

System Specs:
IBM Thinkpad T41
1GB RAM
WinXP Pro with SP2
ATI Mobility Radeon 7500 (driver ver. 8.133.2-050525a-024243C-IBM, from IBM's web site)
Resolution 1024x768x32-bit color
