First, are you photographing at night, sunset, sunrise, etc? Usually 15 minutes before and after the Sun rises/falls is the time window for the most interesting lighting.
Not to sound mean, but since you have a digital camera, why not shoot some test shots around your street to get a feel? Heck, you can always review it after and delete it if its not too your liking. Its not like your burning up film!
Make sure you have a tripod. Try f/8 for 2, 4, or 6 seconds (maybe less) just bracket (take various shots at different shutter times i.e. 2sec, 4 sec etc) like crazy, then your bound to get a keeper.
Im not familiar with your particular camera, but make sure you use manual settings, automatic will fail in declining light.
More importantly take your time, keep notes of your settings, and have FUN!!! Dont rush through it.
The S410 doesn't have full manual controls, but if it's anything like the S400 I have, set it to the M mode, press function, press set to change to long exposure mode, set the desired time, and press function again.
Like other posters have said, try various times, anywhere in the S410's range (1-15 sec I believe) should give you decent results. If you set a longer shutter speed you're bound to get a smaller aperture, which may result in better-looking images.
