System Wont Shut Off

I built my compter and when I tell it to shut down the monotor will shut off but the system will keep running. You can't get the monitor to turn back on or anything but you can hear the HSF running. You have to press the power button for it to shut off. Anybody know why?
 
Move the mouse.. unless you have already. I don't use that setting myself, but it is used to save power. Uncheck it, i feel there is no need for it.

I know what your talking about cuz i used to use the setting (i dont' now) but this new computer doesn't have the setting applied and it still does it.
