System power up problems

A couple months ago I pressed the power button and nothing turned on, the only thing that happend was the led lights on the front blinked. The way I have to turn on my computer is that
I have to turn the power switch on the back of the power supply off and leave it off for about 20 seconds then turn it back on and my system works just fine. At first I though it was maybe a shortage, so I dusted out all of the connectors inside, and it still does the same thing. This doesn't happen everytime I turn on my system, but its a problem that has been getting worse
 
could it maybe be the power switch itself on the case. because everytime this problem occurs there is this clicking sound coming from the switch after I press it.

Replace the switch first & see if it solves the problem, I'm betting it will. :D
