Mostly web browsing (as many as 50-100 tabs open in Chrome) / torrenting (10G+ each, sometimes even 100G+) / local 1080P movie watching / comic reading from downloaded high-resolution files.
Occasional non-3D single player PC gaming (old games from years ago) & PS2 emulator gaming / Photoshop layering a few files & batch processing bisecting 1000's of jpeg & bitmap / lossless audio encoding.

Under 3,000 usd, most preferably under 2,500 usd, shipping & tax included.

Taiwan, Asia Pacific, therefore difficult to impossible to buy from Amazon/newsegg due to shipping by courier to endure safe delivery and custom complications. General markup is 10%-25%, sometimes even over 100%, but I will try finding stores who charge the least premium.

PSU: Corsair RM750i (first tier PSU with 10-year warranty)
Motherboard: Asus Z170 Pro Gaming (Intel I219V PHY, Supreme FX[Realtek 1150 codec], Asmedia USB 3.1 type A/C)
CPU: Intel i7-6700K (highest base clock and only less than 50 dollars more than regular 6700 & offer hyper threading which i5's do not)
RAM: 8G X 2 Adata DDR-3000 Z1 XPG (Skylake can benefit from faster memory & Adata is the only brand I could find at this speed. Umax, Kingston, Crucial & Micron are available at lower speeds.)
Storage: Intel 750 PCIE SSD 400G (faster than Intel 535 SATA SSD with higher endurance rating)
GPU: Gigabyte GTX1070 Gaming G1(unsure about this one, actually, and can't decide between this and GTX1060, any brand.)
CPU Cooler: Thermalright Macho 120 SBM (seems to be narrow enough to allow high profile memory installation.)
DVD: unsure if needed.
Monitor: Asus MX25AQ (AH-IPS panel, 1440P at 60Hz, relatively reasonably priced and probably ok since I don't game much. Do I need a 144Hz model like Asus MG279Q, 27" instead of 25", also 1440P but price is doubled?)

I felt the last system I used was sometimes sluggish (I think it was Intel i5-4590, 8G of DDR3 RAM, 500G hard drive, no discrete graphics card), and the screen was fine (HP Prodisplay P222VA, 21.5", 1080P at 60Hz) but like something bigger.
