The general consensus is that pulling is marginally better than pushing, and push/pull is marginally better than pulling. By marginally, I mean that you won't see any temperature differences, so it really doesn't matter. I'd recommend either push or pull as is convenient, but not both due to added noise.
I have 6 fans on my rad, 3 on bottom pushing, 3 on top pulling and each side is hooked up to a fan controller, allowing me to turn off the top or bottom or tweak the volts for noise.
Turning off the top or bottom makes no difference temperature wise, as long as air is going through it. I found no difference pushing or pulling.
Having both on make a difference of about 2-3c for me, but that's them at max speed.
So what I'm trying to say, is that it really doesn't make much difference as long as you have fans getting air through the rad in the same direction(you want a flow, of air, obviously). So push or pull, whatever is the easiest to mount.
