I just built a barebones system and am really satisfied with it. It came out to 550 Canadian, but includes everything except screen and OS.
Intel Celeron D326 (55 CDN)
Gigabyte GA-8I945P-G (120 CDN)1
Corsair Value Select 1GB PC2-5300 (2x512) (100 CDN)
BFG GeForce 7300GS (80 CDN)
Fotron Sparkle 400W PSU (50 CDN)
BenQ DVD writer (40 CDN)
Nikao Case (30 CDN)
Overclocked to 3.13GHz with minimal VCore and VDimm adjustments and runs a very cool 45C @ full load.
Alot of peope dump on the Celerons but for browsing the web and playing solitaire, there great. I highly recommend this type of setup, maybe with a cheaper 945 chipset motherboard (for upgradability).

I cant believe ubuntu came up in this thread, where the person getting the system is a generic dell user. Have some sense people.
Have him buy the Dell so you dont have to hold his hand all the time with minor problems. Having built solid systems for friends/extended-relatives for years I know that it will always be viewed as *your fault* when they become spyware/adware infested. I would never build a friend/extended-relative a machine again, and only build and maintain my own parents system.
You could also push them towards that new sub $800 imac.
