Storage for VPS hosting

Hi,

I'm a System Admin with big experience. I'm wonder about creating VPS backup hosting service so disk capacity would be need large.. 0,5TB.. 1TB for each one.

The problem is I don't have budget of course for any enterprise matrixes, so I wonder about following solution: simple RAID10 on 3,5 disks 7200rpm and up to 20 customers/VPSes on it. I can limit IOps for each to be fair. Now the question is: do you think is it sensible ? I mean will this RAID10 handle these 20 customers ? or maybe only when I limit speed and IOps accordingly for each one ?
