Still having problems with refreshrates, using a replacement unit...

I had a duplicate replacement monitor sent to me and I just tested it out and it is still blurring at 85hz. I have no idea wtf is going on and nobody seems to know either.

Could something other than the monitor be causing this? CPU, Video card, Ram etc? How can I found out?
 
Have you tried it on a different computer? Take it to a friends house, see what it does there.
