Static Pressure on a fan

Well I think that it refers to the velocity of the air moved by the fan. Since velocity change creates force and force on an area creates pressure, I guess that a fan with a high static pressure will blow air at a higher speed. The advantage is when you block the fan with a heatsink with tight fins, the fan could stil move a lot of air through the fins compared to a lower pressure fan.

Flow rate on the other hand refers to the volume of air moved by the fan in a period of time. For an example if an 120mm fan could have an equal flow rate as a 250mm fan, the 120mm fan would have to move the air with a higher velocity. I think that a fan with a higher static pressure would have a higher noise level. Btw 45.9dB is A LOT of noise.
