Speed problem with WD2500PM

I got a WD2500PM (250GB, 8MB Cache, 7200RPM) for christmas and installed it, everything was fine. I don't think I'd ever run a SiSoft benchmark on it, but I noticed my computer seemed a little laggy recently and that it was accessing the hard drive a lot. I decided to run the SiSoft Benchmark and the drive scored around 21MB/sec !!! This is way off from where the scores should be, how can I improve my hard drive preformance?

System:
Chaintech 7NIF2 (Nforce 2)
2x256MB RAM (512MB)
Athlon XP clocked 1970MHz
WD2500PM
Windows XP PRO SP1

I have the drive connected to the motherboard with my DVD-Drive as it's slave. When I took the benchmarks there was no disc in the DVD drive. I checked in "Device Manager" and it's seems like DMA is enabled. While I was taking the benchmark nothing was accessing the hard drive, the computer was idle.
