Ok, I hope that brought out some readers...

First off my system specs:
Intel i7 930 (under water)
EVGA X58 LE (under water)
GTX480 SLi (under water)
6GB Crucial Ballistix Tracers

I'm in the process of overclocking my new rig and everything is going swimmingly... When Prime 95 that is. See, if I use LinX, the mouse becomes really laggy every 20 seconds for about 5 seconds. I don't remember that ever happening in other builds, and when dragging windows around, they sometimes jump/stutter just a little bit. Now at first I thought this was just some minor instability of the RAM or SB. I tried upping my voltages just a bit, but nothing. I even upped EVERY voltage a few notches to find a blanket solution and narrow it down, but nothing. It even does this at stock.

So is this just Windows 7 sucking? I'm thinking about doing a reinstall as soon as I finish overclocking anyway. Should that help?

Thanks for any help guys!

No, the windows stutter ALL the time. And the mouse is only laggy with LinX. IBT is fine. :/

Also, I can kind of disregard IBT load temps right? They are getting close to 90 but nothing else will get them there right?

I would put it down to software if IBT works without issue.

it is not at all something I would worry about.

That could go either way. I had similar issues when overclocking my Q9650 with 8GB of ram. It would pass IBT or Memtest 3.8 but would act laggy or even go almost unresponsive for a split second. It ended up causing me issues down the road.

I would try this test, its petty good at picking up mch instability.

Well it's still jumpy, but I've been clocking pretty well. I gave up on that 22x multi and I'm up at 4.18 so far and am just getting over a snag at bclk of 200.

I'm running a similar test to the above. Memory adjusted to my system and 5 minute FFT.

Honestly if it passes that Prime test and runs Linx without error I wouldn't worry about it. Just run some Memtest 3.8 and a little prime blend to be on the safe side.
