Something doesn't work. Fried mobo?

Ok, I just rebuilt my WC this weekend after I fixed some leaks and reconstructed her I go to power back on and nothing boots. I have power to everything except I can't even boot to the BIOS screen. I thought I might have spilled some water on my mobo and fried it. I'm not too sure now because there's a green light that powers up on my mobo. At first I thought I messed up my video card when installing my GPU block but I tried a new card and still nothing. How would I know if I fried something due to water?
 
Did it boot before? If so did you get out the hair dryer or wait a few days till all the water dried up?

Were you running the computer when you sprung a leak?
 
I wasn't running it when I sprung the leak. Not until a day after the leak did I try to boot up. I have 2 fans connected to the mobo and they get power. If I fried the mobo wouldn't they not work? I thought when water fries it you would see or smell smoke or notice something instead of a non-boot.
 
ASUS P4C800E -Deluxe. My system info is posted in my sig.

I narrowed it down to my memory. If I take out a stick of ram I can boot up. It doesn't matter which stick I take out. I used both sticks in my brothers computer and he can boot up just fine. I wonder if some how I manage to get water in a dimm slot or damage the mobo some how.

Also, I don't know if it makes a difference but I noticed my power supply's 3.3v is @2.8v, 5v @4.5v and 12v @11.5v is this normal?

AND FINALLY! To make matter worse, when I was able to boot to windows using 1 512mb stick I'm asked to login to windows (which I never had to before) and when I try to a message pops up saying I must active my version of windows. When I try activating a message says I cannot connect to activation server. WTF!?
