Does Rivatuner, ATItools, or ATI tray tools support voltage increases or is my only route a BIOS flash?
 
dont think so, but my boy volt modded his and got it to 800 core on air, and close to 1000 on water!

Well, the BIOS flash is the software vmod. ATI Tray Tools has voltage settings that do work, but unless the higher voltage is already in your card's voltage table I dont think ATI Tray Tools can select it. No harm in trying it and testing with a digital multimeter.
 
the bios flash does a small bump but not that significant. got me to 725 on the core for me and im happy with that. before the bios mod i would get like 660.
