My laptop has a SoundMAX digital audio sound card. The speakers and sound card are able to get pretty loud, at least when playing music...but certain movie files I have are really quiet. I need a way to turn up the volume, and I am not about to start manually opening up the videos and adjusting their volume and resaving them.

Since my computer is obviously capable of producing louder sounds, all I need is something to tell my sound card to play at a higher level...

(Yes, I have turned up the volume all the way in the system controls)
 
If you've turned up the volume on system controls, then that is as loud as it's going to get without an external amp. Your music files may be louder, and other things may be louder as a result the videos were encoded poorly, therefore they are more quiet. If you goto the sound controls and turn everything up, and it isn't any louder, that's as loud as that sound card will make it.
 
I have same thing, it sucks, DVD's usaully (AC3) play in low volumes compared to MP3's, OGG's, PCM's etc... What I did was open PowerDVD, and there in configuration put Noisy Enviorment :p
