Is that really all you plan to use it for? You don't need lots of power for that, but think about exactly what you'd be doing in MCE? Recording shows from a few tuners at the same time? Will you play any games? Encode your video and do other tasks in tandem?
If your answer is yes to the above, then I suggest a dual core. At this point, I would suggest either an AMD X2 or a Core Duo. Forget about earlier intel chips.
If your answer is no, and you want to do some basic web browsing and watch media from your hard drive, then go with a nice, cheap S939 AMD single core.

If its the lower 800 series for <120$ then it even less than an AMD, and will help if hes burning his music cd's and web browsing at the same time...

No, itll run just fine. You can find a good matx 939 board for that cpu and save some cash by doiung that. or you can keep the ddr1 too and put it in the intel rig if you chose to do so.
I was going to go with a 775 until a split second before purchase due to the following factors:
1) Every 939 CPU works in a 939 board (I think) while a 775 CPU must be matched with a compatible chipset
2) A low end P4 631 (What I was going to get) is about $30 CAD less than the A64 3700+ San Diego I got.
3) NetBurst doesn't reach its performance peak until 4GHz+
4) Conservative DDR2 on high-end sticks when I got 2-2-2-5 sticks for the same price
5) NF410 and NF430 not available to Intel!
