Ok, got my 3200XP w400FSB installed. My BIOS frequency is at 133. Should I leave it or change it now?

Does it recognize as an AthlonXP 3200+? If so, you are getting your memory FSB confused with the CPU speed. If not and the CPU is recognized incorrectly, then yes, change to 200Mhz (400Mhz).

No, it POSTS at 3200XP and I see the DDR400 dual channel but when I look at the FSB frequency in the BIOS its as 133. I guess I'll try at 200 later on.

Id' say change it to 200MHz just be be certain it's up there.
