One of my clients wants a very small PC to mount under the kitchen table. He currently has a thin client but wants a full blown PC.

I showed him the Dell Zino but it may hang down to low. Going custom built is okay, just want something mac mini type size.

Client will be using for web browsing and very light use. Currently using Thin Client. I was looking at the Revo systems but I have read that they are slow, and I hate most Atom netbooks, very slow.

what does your client intend to use the computer for (this will give an idea of hardware requirements and thus appropriate minimum form factor)

A dual core Atom with a cheap small SSD would probably work great for that. I know you hate Atom netbooks, but those are single core. Add in one of those 30-40GB SSDs to make everything feel "snappy."
 
+1 for a Nettop machine. that's the only thing that will come close to your size requirement. otherwise, buy a Mac Mini and put Windows 7 on it (if he requires windows)
 
For the use a dual core atom is what I would do (infact I have built them for multiple family members now). From what it sounds like you need a mobo, hard drive (the ssd would be a good ideal) & ram. If its being mounted to the bottom if a table then technically the case is optional.

The Acer Revo is nice... complete system and Windows license under $250.

But there's also some Atom systems with built in monitor, some are touchscreen. Lenovo also has a dual core Atom with a funky wireless keyboard/mouse.
