Sluggish SATA performance

I just did a fresh format but this time using a 250GB WD 16mb sata drive, I have it hooked up to the sata controller built into my Epox 8rda3. I have noticed in CSS that the game lags a lot, has a "choppy" feel to it, will freeze for a second when someone is shooting at me, etc.

I know none of my other hardware is going south, all drivers and settings are the same as last install. Does anyone have suggestions?
