So these guys have 3 models of ultra quiet 80mm. 9dba, 11dba, 14dba. Is 14 dba loud enough to be noticeable?

That depends on background niose in the room and other noise-making components in your case. However, in pretty much any case 14dBa would be inaudible.

Their ratings are what you would call "bullshit". Avoid. I've heard them myself and they definitely don't deserve the "14dBA" rating.

What you should do is get a low-speed 80mm Panaflo, and undervolt it.

The question isn't how accurate their readings are, it's the distance they're taken from. Companies like Panaflo, etc, take their readings from very close to the case - typically within a couple of feet, giving you a good, real-world rating.

Other companies, however, I have seen measure at 10 feet, etc, giving them the significantly lower SPL ratings.

Just a though.

There should be a standard distance dba is measured, dba is intensity and as DarkSi mentioned it depends totally on how far away you are.

Which model 80mm's seem to be the quietest while still pushing a tolerable CFM. You mention panaflow, which model?

i just got a coolermaster 80mm w/ blue leds and i couldn't be happier with it ..

yea i have 4 of those, way too noisy. I am currently running my rig w/ side panel off and all 80mm's unplugged. W/ just the zalman psu fan ans vid card fan it's near silent. Need an alternative.
