most blocks for HD's that imo are legit (i.e. cools bottom of drive as opposed to sides) usually come w/ thermal pads (check Alphacool and Asetek). That insulation alone along w/ bolting a piece of copper to the HD should add some noise reduction...
Hard drive blocks do not make your drives quieter. If you really want to make it quiet, just go pencil + sewing elastic style, in a 5.25 bay. Think like an Antec P150, but ghettoer. Then drop a big fan in front of it, and you're set.
if it's vibrating like a sex toy, and you really want to watercool your drive, you can use heavy 2kg blocks such as the Watercool SilentStar Core Dual. Heavy weight = more force required to accelerate it, less acceleration = less vibration
if my memory serves right, the aforementioned Watercool block also decouples the HDD from the 5.25" block (like, decoupler between the block and the drive cage)
