shuttle wont boot up

My xpc wont boot up, when i turn it on the fan spins all full speed and stays that way and nothing appears on the monitor. I've tried removing the battery and putting it back in to reset the CMOS, i have also tried removing components 1 by 1 but it is still doing the same thing, so does it mean i have a dead mobo or a dead cpu?
 
"shuttle won't boot up" - NASA is really in trouble... how are they going to waste all of those taxpayer's dollars if they can't get the shuttle to boot.

Ok for your actual problem:
Also consider a dead power supply or dead ram... even if your power supply turns on + makes fans spin etc, it doesn't mean its providing all of the voltages its supposed to... you may be missing 3v or 5v.
 
Check over on SFFTech.com, we've run into that problem a few times and usually it's your PSU. You can contact Shuttle directly to have it replaced.
