Often when I shut down my computer through the power button or the shut down button The computer would restart instead. Is it a power supply, chip set, or bios problem?

Are you just pressing the button once and then pressing it again? That could be due to a power setting in Windows that enables the "sleep" mode. It minimizes power consumption when you hit the power button, clearing the RAM, and basically giving you a hard drive cycle sound to let you know its active. When you would press the button again, it would reinitialize.

Is this what's happening? If not, it definitely could be due to your power supply.

Could be bios is set that way, or go into control panel, power options, and advance. There should be a setting about shutting down your computer. Also I remember that MS has a patch for something like that.
 
Well I just push the power button once. The weird thing is it happens randomly.. sometimes it will shut down just fine and other times it decides to reboot. Not fun when I push the button when I leave the room to find the computer on again when I return.

Hrmm the darks unite :D
