Sharing a virtual modem

Running Server 2008, Hyper-V and VMM 2008.

I will be hosting 16 virtual machines and each of them needs a modem hooked up for a specific process to run. The modems don't actually have to do anything, just be present. I will not be hooking up phone lines or anything. I would also prefer not to hang 16 modems off of the back of the server.

Has anybody done anything like this, any suggestions?
