Screen Options: 23"-24"

My desk allows me to fit around a 23"-24" screen. I have about a budget from 200-250 and am looking at getting something from Best Buy since I have a bunch of gift cards that would bring the price down to a decent level.

I was mainly looking at these panels and wondering if anyone had an insight, use, or recommendations:

^ This one looks to be a PVA panel because of the higher response time and viewing angles.
