Personally I've always thought that 19" monitors aren't the best choice unless your sight isn't too good and you want everything to look abnormally large. You see, most 19" monitors use 1280 x 1024 as their resolution - the same as most 17" monitors. This means that square inch for square inch you get less pixels which is bad. On the plus side they don't cost a lot more than 17 monitors.
I appreciate that I'm not really answering your question but I'd recommend that if your pocket can cope that you look at some 20" monitors because you'll really benefit from the increase resolution to 1600 x 1200 despite the screen only being an inch larger diagonally!

Exactly the same problem as the above...
This doesn't mean to say that they're bad monitors, it just depends what you're looking for.
If you don't have the best graphics card but want some of the benefits of 'big-screen gaming' then either of these could be perfect!
If you're more interested in office productivity, photo and video editing then resolution will be more precious.

Well 1024 x 768 is sub-standard but if you find the size of things on that OK / good then the 19inchers are all good.
As for the DVI / VGA, it's advisable but in most cases people would be hard pushed to tell the difference (especially if you're using a high quality VGA cable.
