Samsung 216bw backlight replacement

My 216bw flickers a for a number of seconds before it turns on. Then it is stable until the next time it's turned off for a while and turned back on.

I believe that would be the CCFL and not the capacitors, correct?

I have yet to see anywhere how to access the CCFL to replace it - and what type and how many bulbs. I even downloaded the service manual, it doesn't even seem to list such a part.
I tried calling and doing online searches, but they seem to need the info from me, they can't look up the model.

I opened the back, I'm guessing it's under the aluminum foil which is adhered to the plastic?

Thanks - but when I wrote, "I believe that would be the CCFL and not the capacitors, correct?" I was referring to the issue you pointed out. Every case that I see where it's the capacitors, they say it flickers a few times and turns off... and sometimes it doesn't even turn on the first time. For me, it flickers and stays on all day. It's like with an older flourescent light tube, where after a while it doesn't come on immediately, it flickers a bit first. I guess I could visually look at the caps while I'm at it.
I don't have a way of testing them. The only reason I think it 'may' be this issue, is that so many other people have this issue. I also don't feel comfortable replacing the caps on a device with such high voltage.

I'm trying to figure out how to get to the bulb(s) - or is it really 'part' of the LCD screen. I was surprised that the service manual's 'exploded view' didn't show the CCFL or have a part number... If I need to buy a new LCD, I could buy a new monitor for less money.

Actually, no. With the capacitor issue the monitor may eventually become unusuable but when it initially starts happening the screen will flicker when first turned on but then stabilizes. I suppose it could be an issue with the CCFL but you won't know until you check it out. If it is the capacitors, it should be easily identifiable if you're willing to open up your monitor.
